Request for Proposals for Water and Wastewater Rate Study

The City of Charles Town, West Virginia, by and through its Utility Board (CTUB) is seeking proposals for professional services from qualified firms to review and establish updated water and wastewater rates for the upcoming 5-year period (FY27 to FY32).  The overall goal is to establish rates and charges for water and wastewater service that will ensure that CTUB’s utility service rates are self-sufficient and stable.       

CTUB is seeking a firm that has the capabilities to conduct a water and wastewater rate study to determine the appropriate level of rates and charges for the water and wastewater systems.  The consulting firm will provide an independent analysis of existing rates and recommend appropriate adjustments in rate levels and/or structures necessary to fund Water/Wastewater operations, maintenance, capital costs and debt service.  The proposed rate analysis will provide a minimum five-year rate horizon (2027-2032). 

The rate study will be based upon a comprehensive review of the City’s Water/Wastewater budgets, customer classes, current usage data, future growth, facility plans and studies and any other information deemed necessary. 

Specific goals and/or issues to investigate include the following: 

  • Ensuring the fiscal sustainability of CTUB’s Combined Utility System while limiting rate shock;
  • Impact of large, planned capital expenditures on retained earnings;
  • Development of a plan for maintaining the Combined Utility System funds at appropriate levels to provide for a healthy financial base of operation;
  • Investigation of tiered rate structures for water and wastewater, for CTUB’s consideration, with tier cutoffs based upon an evaluation of the historical meter data;
  • Evaluation of existing consumption tiers for the tiered rate structure, to verify that tier cutoffs appropriately separate customers into blocks that reflect specific water consumption behaviors;
  • Evaluation of miscellaneous charges to ensure that all charges are fair and adequately reflect the Water and Wastewater Departments’ actual costs for labor, equipment and materials to perform these specialty services for specific customers;
  • Evaluation of the potential increase in CTUB’s operating and maintenance costs (O&M).
  • Analysis of potential reduced water consumption on the revenue of both the Water and Wastewater Departments.
  • Institute a new fee structure.
  • Assistance in developing/acquiring a computer program for calculating the specific rates, costs and revenues in any given year. The model must allow for adjustments to be made in response to economic conditions. The computer program would be turned over to CTUB’s ownership and use when the study was complete, and appropriate staff would be trained on using the program.

Item 1 –           Detailed scope of service and timeline to complete the study.  Include a preliminary meeting with the CTUB Board of Directors to review input parameters necessary to complete the study.

Item 2 –           Information pertinent to the respondent’s background and experience relative to this project, rate making experience with a utility provider and/or public entity.  List specific experience pertaining to development of Rate Studies and Cost of Service Studies.    

Item 3-            Three (3) references.  The Proposer shall provide a list of three (3) client references for whom the same or similar type of services as those sought in this RFP have been or are being provided.  The Proposer shall provide the location of the properties served, a contact person, electronic mail address, if available, and telephone number for each.  CTUB reserves the right to contact clients for reference checks.

The Charles Town Utility Board is accepting applications for the position of Maintenance Utility Worker I.  Performs a wide variety of journey-level duties involved in the installation, servicing, repair and maintenance of the water distribution and wastewater collection systems and related facilities; and performs related work as assigned. Performs duties related to the water and sewer utility including construction, operation, repair, maintenance and replacement of mains, services and all aspects of metering. May be assigned to reading water meters in an orderly and timely manner, checking and repairing damaged or malfunctioning water meters and handling water meter or service complaints. Manual labor experience and understanding of operational and maintenance equipment desired.

Invitation for Sealed Bids for Water Treatment Plant Chlorine Gas System Modifications

Sealed bids will be received by the Charles Town Utility Board for the Water Treatment Plant Chlorine Gas System Modifications until 1:00 PM, prevailing local time, on April 9, 2025 at the Charles Town Utility Board Office at 661 South George Street, Suite 101, Charles Town, WV 25414, at which time, date and place such Bids will be publicly opened and read aloud. The project consists of the replacement of the chlorine gas feed equipment, including room modifications, process piping and instrumentation, HVAC and related electrical work.

Bidding Documents including specifications are on-file and available for review during normal business hours (Monday thru Friday, 8:00 A.M. to 5:00 P.M.) at the offices of Gwin, Dobson & Foreman, Inc., Consulting Engineers, 3121 Fairway Drive, Altoona, PA 16602. Sets of documents may be obtained electronically at no charge by calling Gwin, Dobson & Foreman, Inc. at 814-943-5214. Addenda, if any, will be issued to only those persons names and addresses that are on record as having obtained the Contract Documents. Bidding documents including specifications and addenda must be obtained directly from the Engineer for a bid to be considered.

The Successful Bidder will be required to comply with any and all applicable local and State of West Virginia rules, regulations, and laws, including but not limited to the West Virginia Drug Free Workplace Act.

Each bid must be accompanied by a certified check or bank; or Bid Bond naming as payee or obligee, as applicable, the Charles Town Utility Board in the amount of ten percent (10%) of the total amount of the bid as security for proper execution of the Agreement and submitting other documents as required by the Bidding Documents. The Successful Bidder will be required to execute the Agreement and to furnish performance and payment bonds, each of said bonds to be in the amount of one hundred percent (100%) of the Contract Price, all in the respective forms provided in the Bidding Documents. The Contractor also will be required to furnish evidence of insurance coverage as required by the Bidding Documents. No refund will be given for returned documents.

All bonds shall be executed by sureties named in the current list, “Companies Holding Certificates of Authority as Acceptable Sureties in Federal Bonds and as Acceptable Reinsuring Companies” as published in Circular 570 (as amended) by the Audit Staff, Bureau of Government Financial Operations, U.S. Treasury Department and shall be acceptable to the Charles Town Utility Board and the State of West Virginia. The surety executing bonds must be licensed in West Virginia to transact surety insurance, and to be authorized to transact business in the State of West Virginia.

The successful bidder will be required to possess a valid State of West Virginia Contractor’s License; however, will NOT be required to pay a 2% B&O tax to the City due to the project being located outside the City limits.

Bidders on this work will be required to comply with the President’s Executive Order No. 11246. The requirements for bidders and contractors under this order are explained in the Specifications.

A non-mandatory pre-bid conference for prospective bidders will be held at 10:00 AM on March 18, 2025 at the Charles Town Utility Board office with a site visit afterwards.

Public Comment period open through February 5, 2025 on the Middleway Agreement with Sidewinder Enterprises, LLC

The Charles Town Utility Board (CTUB) is evaluating a Public Utility Service Agreement with Sidewinder Enterprises, LLC for the construction and transfer of ownership and operation/maintenance of a raw water transmission main, future water treatment plant and finished water line, and the ability to extend water service in the future to up to 200 connections in Middleway.  The agreement includes provisions of the infrastructure to be constructed by Sidewinder Enterprises, LLC and transferred to CTUB upon completion.  To view the draft agreement, click the link below.

The CTUB Board of Directors has extended a public comment period from its last Board meeting on January 8, 2025 through 4:00 p.m. on February 5, 2025.  The Board will NOT meet on January 22, 2025 as previously scheduled.  On February 5, 2025 the Board will consider the agreement with Sidewinder Enterprises, LLC together with the public comments received at the January 8, 2025 meeting and during the period following that meeting until February 5, 2025.

CTUB is seeking a firm that has the capabilities to conduct a water and wastewater Capacity Improvement Fee study.  The purpose of this study is to evaluate and determine the appropriate fees charged for new connections joining the water and wastewater systems and connection requiring additional system capacity.  The fees are intended to recover the cost of constructing water and wastewater capacity.  The study shall utilize a methodology that adheres to the strict principle that “growth pays for growth”.   The RFP shall include a detailed scope of service and timeline to complete the study.  Consultant shall include a preliminary review meeting with the CTUB Board of Directors to review the various methodologies and input parameters necessary for the completion of the study.
