Charles Town Utility Board selects Paul Mantello as General Manager
CHARLES TOWN, W.Va. — The Charles Town Utility Board (CTUB) is pleased to announce Paul Mantello will serve as the utility’s new General Manager. Mantello brings more than a decade of leadership in municipal utility operations and infrastructure management to the position.
Mantello previously served as Town Administrator in Middletown, Maryland, managing water and wastewater utility services and more than 50 capital projects for 5,200 residents. Before that, he served as Town Manager for the Town of Boonsboro, securing over $14 million in grants for critical water and wastewater infrastructure. Throughout his career, he has secured millions of dollars in outside funding for public infrastructure.
Mantello’s experience aligns closely with CTUB’s core philosophy that growth pays for growth. Mantello has consistently pursued grant funding and developer-cost mechanisms to ensure that infrastructure expansion does not burden the ratepayers who already depend on the system.
“Paul will be a valuable addition to our team,” said board chair Brent Manuel. “His background aligns well with CTUB’s goal of keeping utilities reliable and affordable for all Jefferson County residents.”
CTUB serves communities across Jefferson County, providing essential water and wastewater services to residential and commercial customers. The Board has consistently prioritized keeping rates affordable for existing customers while ensuring infrastructure keeps pace with the community’s growth. This is a balance Mantello has successfully managed throughout his career.

Mantello holds a Master of Business Administration in Human Resources and a Bachelor of Arts in Sociology and French from Hood College, along with a Project Management Professional certification. He is an active member of the Maryland Municipal League and the Maryland Rural Water Association.
Mantello will assume the role of General Manager on April 20.
